Extract cygogg-0.dll from .zip. We recommend that you extract cygogg-0.dll to the installation directory of the program that is requesting cygogg-0.dll.
If that doesn't work, you will have to extract cygogg-0.dll to your system directory. By default, this is:

Reboot your computer.
